The Ministry of Human Resource Development, Government of India, granted to Jamia Hamdard, the status of a ‘Deemed to be a University’, in 1989 under section 3 of University Grant Commission Act, 1956. Since its establishments, Jamia Hamdard has made commendable progress with regard to expansion of facilities for higher learning and diversification of teaching and research programmes in frontier areas of biological Sciences, Unani Tibb and Pharmaceutical Sciences, Computer Sciences and Information Technologies and Management. The University has a strong base of infrastructure for quality teaching and research. To fill the escalating demand for computer professionals, a large number of private institutions mushroomed, with variegated shades of excellence. Though some of these institutes were good, many charged exorbitant fees without providing commensurate training to their students. This created widespread concern not only over he proliferation of such institutes, but their credibility. To remedy this situation, the Department of Electronics (DOE) formulated a comprehensive policy to generate quality manpower by harnessing the competence and expertise existing in the private sector. Computer training institutes, thereby widening the educational opportunities in the area of computers. The Department of Electronics Accrediation of Computer Courses (DOEACC) scheme is the outcome of a joint effort of the All India Council for Technical Education (AICTE) and the DOE based on this policy. The scheme came into being in 1991 to set standards for conduct of computer training by institutes at four different Levels of :
